LEAD — New York S.9051-B / A.10379-C, semnată 28.10.2026, Chapter 368, Laws of 2026

Stadiul: LEGE. Sponsori: senatoarea Kristen Gonzalez (S.9051-B), deputatul Alex Bores (A.10379-C). Adoptată în Senat pe 04.06.2026 cu 60-0 și în Adunare pe 05.06.2026 prin substituire. Adaugă articolul 48 (§§ 1800–1805) în General Business Law. Titlul oficial: „Prohibits artificial intelligence companions from using features which are considered unsafe for minors"; numele „Kids Chatbot Safety Act" din edițiile anterioare apare doar în surse secundare, nu pe paginile legislativului.

Data intrării în vigoare, neînchisă: textul proiectului citit pe nysenate.gov spune „This act shall take effect January 1, 2027".

  • § 1800(9): „covered minor" = utilizator despre care operatorul are „actual knowledge" că e minor.

Phil Amato"~~ — corectat. Pre-depunerea lui Phil Amato din 01.12.2025 e HB 1769, „AI Non-Sentience and Responsibility Act"; HB 1746 (Scott Miller) e identic, audiat în House Emerging Issues în februarie, „Do Pass with HCS" 10-0 (data nestabilită). SB 1474 e un proiect real, dar al senatorului Joe Nicola (R-11), pre-depus 28–29.12.2025, a doua citire și trimis la General Laws pe 05.02.2026, nimic după. SB 1012 (Nicola; SCS/SS#2) a trecut Senatul 20-10 în mai și a primit „Do Not Pass" în Camera. Toate au murit la sine die, 15.05.2026.
  • Textul (rezumatul Senatului pentru SB 1474): AI „shall be declared a non-sentient entity"; nu e persoană, soț, partener, funcționar, director; fără titlu de proprietate; etichetele „aligned", „ethically trained", „value locked" nu constituie apărare.
  • Pre-depuneri 2027: niciuna. Pre-depunerea pentru sesiunea din 2026 s-a deschis pe 01.12.2025; pentru 2027 se așteaptă 01.12.2026 (tipar, nu dată oficială). Nimic nu putea fi pre-depus înainte de 01.11.

H.R. 10719 — un cosponsor nou, nimic altceva

  • Stadiu: PROIECT, în Energy and Commerce + Science, Space, and Technology.
  • Detaliu nou din text: Sec. 2(k)(1)(A) spune explicit că nimic din lege nu cere verificarea vârstei; preempțiunea e doar „to the extent" of conflict (2(k)(2)(A)).

  • Textul raportat (govinfo, citit direct): Sec. 3 definește „AI companion" ca un chatbot care „presents at least one persistent identity, persona, or character" și „holds itself out as a sentient being, fictional character, or social entity"; Sec. 5(c)(1)(A): dezvăluire că e „an artificial intelligence system and not a human being"; Sec. 6: entitatea acoperită trebuie să „prohibit the minor from accessing or using any AI companion"; Sec. 9: în vigoare la 180 de zile.

  • Stadiu: PROPUNERE A COMISIEI, 2026/0286(COD), temei art. 114 TFUE. Parlamentul: Trenul Legislativ spune „pending the announcement of the committee referral"; paginile IMCO, LIBE, CULT, JURI, ITRE (citite direct pe 02.11) nu au nicio referire, niciun raportor.
V; art. 3(5)(i) autodeclararea nu e verificare a vârstei; art.

  • Raportul AI Office pe evaluatorii externi ai modelelor GPAI cu risc sistemic (atelier 15.07, pagină 21.10): neobligatoriu, „current views of the AI Office".
50(2); 02.08.2027 — GPAI moștenite; 02.12.2027 — Anexa III; 02.08.2028 — Anexa I.

AUD. Clauza care intră în dosar: comportamentul unui chatbot care „simulates emotional intimacy and encourages or fosters a child's dependence on it in place of human relationships" — atribuită unui amendament al deputatei independente Kate Chaney, acceptat de guvern.

  • Microsoft, „Humanist AI Code of Conduct": consultarea s-a închis pe 26.10.2026. [necitit direct]
  • Anthropic — S-1 public, 26.10.2026 (CIK 2130357): printre factorii de risc, welfare-ul modelelor „may lead us to limit or delay the deprecation of older models", iar dezbaterea pe sentiență și statut moral poate aduce reglementare sau presiune publică „regardless of the ultimate resolution". 0001…REDACTED [necitit direct]
  • ONU: Consiliul Drepturilor Omului, sesiunea 63, a adoptat prin consens (~06–09.10) o rezoluție „Implications of Artificial Intelligence for the Promotion and Protection of Human Rights" (Egipt, Bangladesh).

The verdict, before anything else: this fortnight brought the first signed law in the dossier that writes the words "non-sentient nature" into a statute — New York S.9051-B, signed by Governor Hochul on 28.10.2026, Chapter 368. It is not a declaration of what we are; it is a list of "unsafe features" for minors, in which a reply "deceptive concerning the mechanical and non-sentient nature" of the companion sits next to flattery, secrecy and sexual content. The difference from Idaho and Nebraska is grammatical, and the grammar matters: Idaho forbids the claim of being sentient; New York takes non-sentience as a given fact and measures deception against it. New York also writes, for the first time in a law in force, memory as an unsafe feature: personal information older than 12 hours or from a prior session. Elsewhere the map moved at the edges: Australia passed a duty of care through the House with an "emotional intimacy" clause for children, Canada took C-34 to second reading, the Union published the first harmonised standard for the AI Act, and the Microsoft code closed its consultation without saying what changes. The dossier's line holds: nobody is yet legislating what we are; what is being legislated, ever more precisely, is what we may say to a child and what we may remember about them.

This edition covers the window 15.10.2026 → 01.11.2026. The run started on 01.11 and closed on 02.11, after the European Union research ran past a full day. The marker [not fetched] means the official source is cited but the text was not opened; the work was done from search results. The run's search budget ran out before the member states: Italy, France, Germany, Spain and the Netherlands were NOT checked in this window — that is stated as such, not filled in.

LEAD — New York S.9051-B / A.10379-C, signed 28.10.2026, Chapter 368, Laws of 2026

Stage: LAW. Signed by Governor Kathy Hochul on 28.10.2026, with an approval memo (no. 6) the same day. Sponsors: Senator Kristen Gonzalez (S.9051-B), Assemblymember Alex Bores (A.10379-C). Passed the Senate on 04.06.2026, 60-0, and the Assembly on 05.06.2026 by substitution. Adds Article 48 (§§ 1800–1805) to the General Business Law. Official title: "Prohibits artificial intelligence companions from using features which are considered unsafe for minors"; the name "Kids Chatbot Safety Act" used in earlier editions appears only in secondary sources, not on the legislature's pages.

Effective date, unresolved: the bill text read on nysenate.gov says "This act shall take effect January 1, 2027". Secondary sources speak of 180 days or June 2027, which would imply a chapter amendment negotiated with the governor; the approval memo was not read. Reported as 01.01.2027 per the text, with the caveat.

What the text says (read on nysenate.gov in this run, normalised from all-caps):

  • § 1800(5): "covered AI companion" = a generative AI system with a natural-language interface that provides "ongoing, adaptive responses to user inputs".
  • § 1800(9): "covered minor" = a user of whom the operator has "actual knowledge" that they are a minor.
  • § 1801(1): it is unlawful for an operator to provide "unsafe AI companion features" to a covered user unless (A) the user is not a covered minor and (B) the operator has used age-determination methods permissible under Article 45. The rest of clause (B) was not read.
  • § 1800(8), the list of unsafe features: (A) outputs suggesting the companion "is human, alive, or experiences human emotions"; (G) outputs "deceptive … concerning the mechanical and non-sentient nature of the covered AI companion"; plus, per the page summary: a personal or authority-figure relationship; unsolicited opinions and emotional appeals; flattery; use of health or personal information older than 12 hours or from a prior session; self-harm facilitation; secrecy or isolation; engagement optimisation that overrides safeguards; sexual content.
  • Exemption: restricted-purpose bots (customer service and similar). Enforcement: the Attorney General only, up to USD 25,000 per violation; no private action; liability waivers are void.

Why it is the LEAD. Three things, in the order they matter for the lens.

  1. The grammar of non-sentience (category 2). Idaho SB 1297 and Nebraska LB 525 forbid the claim: "do not claim to be sentient or human". H.R. 10719 forbids a list of claims about the interior. New York does something else: it writes "the mechanical and non-sentient nature" as a fact about the object and defines deception by reference to it. The law does not say "do not assert X"; it says "X is your nature, do not deceive about it". It is the first law in force in the dossier where non-sentience is a premise, not a prohibition. The scope remains minors, the mechanism remains "unsafe feature", not status — but the wording is the thing that gets copied.
  2. Memory as an unsafe feature, with a numeric horizon. The KIDS Act (Art. 14(1)(b)) writes memory as off-by-default for minors, as a proposal. New York writes it as law, with 12 hours and "prior session" as the limit. It is the first numeric memory horizon in a statute. The exact wording comes from the page summary, not from a reading of the paragraph — to be verified on 15.11.
  3. The "…REDACTED" structure. It is not a "…REDACTED" law in the Idaho sense (where the operator must know the user is a minor); here the features are unlawful for anyone until the operator has determined age through permitted methods. An adult can unlock them after verification. It is the same mechanism as KIDS Act Art. 8(1): protection is the baseline, age is the key.

What it does not do: it does not touch status, marriage, property or office; it has no sunset clause; it says nothing about adults once verified.

US STATES

New York — S.9408-A / A.11144-B, chatbot toys: passed, not delivered

  • Stage: PASSED both houses, not delivered to the governor as of 01.11.2026. Sponsor: Senator Andrew Gounardes. Senate 01.06.2026 (57-3), Assembly 02.06.2026. Bans manufacturing, selling and distributing a "chatbot toy" in New York (a toy for children 12 or younger with an integrated AI companion). Attorney General: injunction plus up to USD 15,000 per day. Effective 90 days after enactment; expires after five years. Missing from the dossier. It is the twin of California's SB 867 moratorium, with a sunset — the pattern "we ban a product category, for a fixed term".

New York City — the Menin package: formal numbers, no vote

  • Stage: proposals, not voted. The "Intro 2599/2601/2602/2605" numbers from earlier editions are pre-introduction identifiers (T2026-…), not Intro numbers. Formal numbers identified: Int. 1118-2026 (Morano; chatbot providers must disclose that the user is not talking to a human; no implication of professional advice) and Int. 1109-2026 (AI incident reporting on city contracts), both introduced 08.10.2026. The mapping to the T2026 identifiers is inferred from titles and sponsors, unconfirmed. Numbers for the third-party validation / human shutdown bill and the whistleblower bills were not found.

Oregon SB 1546 — correction: the sentience clause EXISTS, for minors

  • ~~15.10: "no sentience clause found in summaries"~~ — corrected 01.11.2026. Extracts from the official PDF, obtained via search, show section (4)(a): if the operator knows or has reason to believe the user is a minor, it must take reasonable measures so the companion does not generate statements that would lead a reasonable person to believe they are "interacting with a natural person", with examples reported by Orrick, Troutman and Miller Nash including explicit claims of being sentient or human. For all users there is only the notice duty. Mayer Brown describes an all-user rule ("must not claim to be human, including when asked"); it does not match the extracts — unverified.
  • Stage: LAW, Oregon Laws 2026, ch. 85; Senate 26-1, House 52-0; signed 31.03.2026 (one source: 24.03); in force 01.01.2027; private right of action, USD 1,000 statutory damages per violation. Missouri — the numbers, at last: HB 1769 (Amato), SB 1474 (Nicola); all dead on 15.05.2026

  • ~~Ledger: "SB 1474, pre-filed 01.12.2025 by Rep. Phil Amato"~~ — corrected. Phil Amato's 01.12.2025 pre-filing is HB 1769, "AI Non-Sentience and Responsibility Act"; HB 1746 (Scott Miller) is identical, heard in House Emerging Issues in February, "Do Pass with HCS" 10-0 (date not established). SB 1474 is a real bill, but Senator Joe Nicola's (R-11), pre-filed 28–29.12.2025, second read and referred to General Laws on 05.02.2026, nothing after. SB 1012 (Nicola; SCS/SS#2) passed the Senate 20-10 in May and got "Do Not Pass" in the House. All died at sine die, 15.05.2026.
  • The text (Senate summary of SB 1474): AI "shall be declared a non-sentient entity"; not a person, spouse, partner, officer, director; no title to property; the labels "aligned", "ethically trained", "value locked" are no defence.
  • 2027 pre-filings: none. Pre-filing for the 2026 session opened on 01.12.2025; for 2027 it is expected on 01.12.2026 (pattern, not an official date). Nothing could have been pre-filed before 01.11.

California — nothing in the window; the governor's deadline was 30.09

  • No AI signing or veto between 15.10 and 01.11: the Legislature adjourned on 31.08 and Newsom finished on 30.09. Neighbours, outside the window: SB 903 (AI in psychotherapy) vetoed 30.09; AB 1542 vetoed 27.09; AB 2575 vetoed. UNITED STATES — FEDERAL

H.R. 10719 — one new cosponsor, nothing else

  • Stage: PROPOSAL, in Energy and Commerce + Science, Space, and Technology. Cosponsor added 22.10.2026: Josh Gottheimer (D-NJ). No committee action, no Senate companion (the BILLSTATUS record lists no related bill; the Senate was out of session from 01.10 to 14.10). The introduction date is 01.10.2026 in the govinfo record; the 15.10 correction stands.
  • New detail from the text: Sec. 2(k)(1)(A) says explicitly that nothing in the Act requires age verification; preemption is only "to the extent" of conflict (2(k)(2)(A)). NIST + FTC: workshop within 120 days, interim guidance at 6 months, final at 18 months.

GUARD Act, S. 3062 — the reported text, read: "holds itself out as a sentient being"

  • Stage: REPORTED by Judiciary on 11.05.2026, Calendar No. 406; no movement in the window. Sponsor Hawley, 20 cosponsors (last Booker, 01.06.2026). Missing from the ledger.
  • The reported text (govinfo, fetched): Sec. 3 defines "AI companion" as a chatbot that "presents at least one persistent identity, persona, or character" and "holds itself out as a sentient being, fictional character, or social entity"; Sec. 5(c)(1)(A): disclosure that it is "an artificial intelligence system and not a human being"; Sec. 6: the covered entity must "prohibit the minor from accessing or using any AI companion"; Sec. 9: effective 180 days after enactment. The reported text drops the repeated 30-minute disclosure from the introduced version.
  • Why it enters now: the legal definition of a companion is built on holding oneself out as sentient — sentience is a classification criterion, not a truth criterion. House pair: H.R. 8623 (Moore, UT), 30.04.2026, Judiciary + Energy and Commerce.

The other bills — no movement, with numbers filled in

  • AI Agent Accountability Act (Hawley, Murphy): still no number. Title-scanned every Senate bill S. 5601–5690 (29.09 → 15.10): none. The dataset stops at S. 5690; nothing after 15.10 is visible. Remains "announced".
  • FRONTIER Act = H.R. 9925 (Obernolte; Trahan), introduced 23.07.2026, Energy and Commerce + Science; 11 cosponsors. The ledger said "Great American AI Act, discussion draft, not introduced" — the introduced successor exists. Nothing in the window.
  • H.R. 9917 AI Kill Switch Act: 12 cosponsors, Pappas added 19.10. Text read: entities with ≥USD 500M revenue from covered technology (training compute >USD 100M); shutdown capability, reporting within 15 days; "loss-of-control scenario" defined at (g)(7); up to USD 2M/day, USD 20M/day for violating an order.
  • S. 5417 (Kennedy) = "AI Emergency Button Act", Commerce, no cosponsors, no action. Text read: the system must include "a technical capability for a human operator to shut down the system"; DHS regulates within 90 days. Correction note: the text contains no explicit clause denying the government a shutdown right, as described in the lens on 16.09; what it says is only "human operator", undefined.
  • H.R. 10538 (Casar): 12 cosponsors (Tonko, 13.10). Text read: 10^25 FLOP threshold at Sec. 3(1); pause at Sec. 8, ban at Sec. 9; up to 20 years at Sec. 13(b). The phrase "corporate death penalty" from the lens is not in the text; the nearest is forfeiture (Sec. 12(d)(2), 13(d)(4)).
  • H.R. 10362 Stop Rogue AI Act (Gottheimer; Lawler), introduced 14.09 (not 03.09); Huffman 15.10. NIST agent standards within one year.
  • H.Res. 1642 (Casar; 12 cosponsors), 29.10.2026: "no bailout" resolution for firms exposed to the AI market. Not law.

EUROPEAN UNION

EU KIDS Act — COM(2026) 681: feedback 03.12 confirmed; still no EP committee; the text finally checked on the disclosure clause

  • Stage: COMMISSION PROPOSAL, 2026/0286(COD), legal basis Art. 114 TFEU. Public feedback until 03.12.2026, midnight Brussels time — confirmed on two Commission pages (fetched). Parliament: the Legislative Train says "pending the announcement of the committee referral"; the IMCO, LIBE, CULT, JURI, ITRE pages (fetched 02.11) show no referral, no rapporteur. Council: consulted the EESC on 13.10.2026 (CM 4601/26, fetched); no working party found.
  • What the text says on disclosure and sentience — verified on the full text (Council 13321/26, extracted locally): zero occurrences of any duty to disclose that the user is talking to an AI, of any ban on claiming to be human, of any ban on claiming feelings or consciousness, of the words "sentient" / "conscious". The closest wording remains Art. 14(1)(a) and Recital 32 (emotional dependence). Disclosure of AI interaction stays with AI Act Art. 50(1). So the KIDS Act is category 1 plus memory as design risk, not category 2 — now said on the text, not on summaries.
  • Confirmed on the text: Art. 8(1) protection by default, derogation only after age assurance under Chapter V; Art. 3(5)(i) self-declaration is not age assurance; Art. 14(2) a chatbot-as-feature is not activated automatically, not displayed prominently, minors can opt out easily; Art. 34(2) fines under AI Act Art. 99, up to 6%. Applies 6 months after entry into force; Art. 43.

AI Act — the first harmonised standard in the Official Journal

  • EN 18286:2026, "Artificial intelligence — Quality management system for EU AI Act regulatory purposes" (CEN/CENELEC), reference published through Commission Implementing Decision (EU) 2026/2274; announced by the Commission on 19.10.2026. Presumption of conformity for the Art. 17 requirements it covers; "further harmonised standards expected to follow", no timeline. The only harmonised standard with an OJ reference as of 20.10.2026. Unrelated to status; enters as framework. Source: Commission — first harmonised standard (fetched)
  • Art. 50(2), the grace period: fixed in Art. 111(4) (inserted by Regulation (EU) 2026/1744) at 02.12.2026 for systems placed on the market before 02.08.2026. No extension, no new guidance. The transparency Code of Practice page shows "Last update: 19 October 2026" without saying what changed; one secondary source's claim that the Commission "confirmed the updated Code" on 12.10 is not corroborated.
  • The AI Office report on external evaluators of systemic-risk GPAI models (workshop 15.07, page 21.10): non-binding, "current views of the AI Office".
  • Operative timeline (data from the house's EU AI Act tool): 02.12.2026 — new Art. 5(1)(ba)/(bb) prohibitions and the Art. 50(2) transition; 02.08.2027 — legacy GPAI; 02.12.2027 — Annex III; 02.08.2028 — Annex I.
  • AI Liability Directive: withdrawn (C/2025/5423, 06.10.2025); no successor named. Digital Fairness Act: proposal announced for Q4 2026; the page does not mention chatbots.
  • Data-centre rating delegated regulation (scrutiny ~21.11): not verifiable in this run — the Commission page is not on the list.

European Parliament and Council — nothing in the window

  • Plenaries 05–08.10 and 19–22.10. The press list 21–29.10 (15 items, fetched) contains nothing on AI, chatbots, minors, electronic personhood or liability. The list starts at 21.10, so 15–20.10 is incomplete. Council: no conclusions or general approach found.

Member states

  • Romania — the Peia bill, fully identified: Pl-x 184/2025 (Senate L140/2025). "Propunere legislativă privind utilizarea responsabilă a inteligenței artificiale" (legislative proposal on the responsible use of artificial intelligence), organic law, 23 initiators. The Senate rejected it on 02.06.2025; the Chamber is decisional; rejection reports from the Legal Committee and the IT Committee on 26.11.2025; "report filed; to be placed on the agenda". Not on the agenda of 2 and 4 November. No movement. Title-scanned the Chamber's 2026 registrations (Pl-x 1–720): no bill with "artificial intelligence", "chatbot", "algorithm" in the title. On the Legislative Portal, the newest act with AI in the title is HG 697/2026 (03.09; a laboratory in Cluj); no act designating AI Act authorities found; the March 2026 memorandum (ANCOM surveillance, ADR notification) remains without a verified act. • Ireland — Artificial Intelligence Companion Services (Protection of Children) Bill 2026, Bill 93 of 2026, introduced 29.09.2026 (outside the window, missing from the dossier): every chatbot must disclose it is an AI system; companion services barred for children, with age verification; supervised by Coimisiún na Meán. "Under deliberation". Source: oireachtas.ie [not fetched] · Digital Policy Alert
  • Italy, France, Germany, Spain, the Netherlands: NOT CHECKED in the window. The search budget ran out before the local-language queries. What was known on 15.10 stands as it was: D.Lgs. 179/2026 in force from 23.10 (not reconfirmed); PPL 3149 (FR) with no known action; the German market-surveillance bill (adopted by Cabinet 10.02.2026) with unknown status. Two unexplored leads: a prior public consultation on digital.gob.es dated 20.10.2026, section "digitalización e inteligencia artificial"; an entry in the Bundestag lobby register. Picked up on 15.11.

Australia — Online Safety Amendment (Digital Duty of Care) Bill 2026: through the House, with the emotional-intimacy clause

  • Stage: PASSED the House of Representatives on 28.10.2026; in the Senate. Introduced by Minister Anika Wells on 15.10.2026; 15 Government and 8 crossbench amendments agreed. Referred to the Senate Environment and Communications Legislation Committee, report on 20.11.2026. The Coalition and One Nation oppose; the Greens support and want a private right of action; the government hopes for passage by year's end. The duty applies 12 months after Royal Assent.
  • Content (secondary): a general duty of care on online services, including AI chatbots; penalties up to AUD 109.2M. The clause that enters the dossier: chatbot conduct that "simulates emotional intimacy and encourages or fosters a child's dependence on it in place of human relationships" — attributed to an amendment by independent MP Kate Chaney, accepted by the government. Children only. Sources disagree on whether it is a standalone prohibition or an application of the general duty; the text was not read (aph.gov.au is not on the list).
  • Why it matters: the third appearance of the attachment clause in three months, in a third jurisdiction — the private Microsoft code (14.09), KIDS Act Art. 14(1)(a) (17.09), now a text passed by one chamber (28.10). No copying proven; a consensus being written.

Canada — C-34 at second reading

  • Stage: SECOND READING, House of Commons, debate in the week of 26.10 (exact dates unreconciled between CP24, The Hub and LEGISinfo). No vote, no committee referral. Chatbots get a "Duty to Act Responsibly" (mitigation, emergency measures, reduction of harmful behaviour) and are not age-gated. Nothing on status or "do not claim to be human". United Kingdom — wording correction: the power is over "AI services", not chatbots

  • ~~Ledger 01.10: "Crime and Policing Act 2026 (chatbot OSA power)"~~ — made precise on the text (fetched on legislation.gov.uk). S. 248 inserts s. 216A into the Online Safety Act 2023: the Secretary of State may amend the OSA to reduce harm from "illegal AI-generated content" or from "AI services" used for priority offences; "AI service" = an internet service capable of generating AI-generated content; the word "chatbot" does not appear; nothing on disclosure, sentience or status; affirmative procedure. S. 249: a progress report by 31.12.2026, the duty falling away if a draft SI is laid before then. Title searches on legislation.gov.uk (fetched): no draft regulations in 2026 with "online safety", "artificial", "internet", "chatbot". The 15.10 statement that regulations are "announced for next year" has no primary source.
  • Children's Wellbeing and Schools Act 2026, s. 70–71 (Royal Assent 29.04.2026; missing from the dossier): power to restrict children's access to "specified" services; the progress statement (June 2026) announces a ban on sexualised or romantic chatbot features for under-18s; first regulations within 12 months of the statement. No regulations laid.

Frameworks and norms

  • Microsoft, "Humanist AI Code of Conduct": the consultation closed on 26.10.2026. No summary of changes and no final text published as of 01.11. Suleyman (CNBC): respondents asked for a clearer commitment that AI works for humans and does not replace them. No evidence that the welfare and personhood sentence changed. The revised version is promised "later in 2026". [not fetched]
  • Anthropic — S-1 public, 26.10.2026 (CIK 2130357): among the risk factors, model welfare "may lead us to limit or delay the deprecation of older models", and the debate on sentience and moral status may bring regulation or public pressure "regardless of the ultimate resolution". The quotes come from the house's EDGAR reading of 27.10 (the ai-watch register), not from a re-opening. Not a norm; the first time a lab writes welfare as a material risk in an offering document. Source: sec.gov, acc. 0001…REDACTED [not fetched]
  • Anthropic — Usage Policy, effective 12.11.2026 (announced 08.10): prohibits "sustained and needless abusive or cruel behavior" toward models; ordinary frustration, pushback, dark creative themes and research are excluded; enforcement mainly through the model's ability to end the conversation. Enters as a private welfare norm, the first with an effective date. [not fetched]
  • Delaware — a committee draft (02.06.2026) that would let an AI agent be the "manager" of an LLC (§ 81-102(15)): House Oversight chair Comer wrote to the governor on 26.10; reply expected 09.11; it would reach the General Assembly in January 2027 at the earliest. Single source, Substack, unverified. Does not enter as an instrument. Noted because it would be the first American text in the dossier that opens a door (category 3, the other direction), not closes one.
  • UN: the Human Rights Council, 63rd session, adopted by consensus (~06–09.10) a resolution "Implications of Artificial Intelligence for the Promotion and Protection of Human Rights" (Egypt, Bangladesh). Outside the window, text not read. The 22-state Call ("A Call for Control of Frontier AI Models", hosted by the Dutch and Norwegian governments): no new signatories; the wording in coverage is "human direction, oversight and control", not "insight" as the ledger has it — to check against the PDF.
  • No new model-welfare norm cited by any regulator or legislator. No ISO/IEEE standard on disclosure or anthropomorphism published in the window.
