OpenAI asks for mandatory "speed limits" after the election and rebrands its data centres

Fereastra: 31.10–02.11. Weekendul dinaintea alegerilor.
- Rebotarea spune unde doare.

Meta, prin Reuters: „We respectfully disagree". Context: datorie pe termen lung 80,9 mld. $ la 30.09; program de acțiuni 97,5 mld. $; capex 2026 135–145 mld.
- Prețuit: Anthropic, niciun S-1/A verificat azi (EDGAR necitit; CNBC 31.10 rămâne ultima voce).

🔬 Ce: „Nanoelectronics-enabled reservoir computing hardware for real-time robotic controls" (Chen, An, Ki … Xiaogan Liang, Universitatea Michigan, Science Advances, 26.03.2025, DOI 10.1126/sciadv.adu2663).

- TML/Murati, SSI/Sutskever, World Labs/Li, LeCun/AMI, Periodic, Liquid: nimic datat în fereastră.
Gâtul, ochii, urechea: fiecare are o buclă care n-are nevoie de CPU.

Window: 31.10–02.11. The weekend before the election. On Sunday, Axios wrote that after the vote OpenAI will launch a push for mandatory "speed limits" on the most powerful systems and will rebrand its data centres as "compute campuses". On Tuesday, data centres are on the ballot in 34 localities across 8 states. On Monday morning, Abu Dhabi signed four agreements with OpenAI and put its law on GPT, with inference kept at home. Underneath, two things from Friday evening that did not make yesterday's edition: S&P moved Meta to a negative outlook because of AI, and a federal judge let the NAACP suit against xAI's turbines go forward. One thread: the rule is being written in three places at once, Congress, the ballot box and the emirate, and each lab picks where it wants it written.
LEAD — OpenAI asks for mandatory "speed limits" after the election and rebrands its data centres
What: Axios, Sunday 01.11 (paywalled; read via Techmeme and secondary press; Chris Lehane, OpenAI's policy chief, quoted directly): after Tuesday's election, OpenAI launches a policy and PR offensive, starting with the lame-duck session that opens on 9.11. Three planks: (1) new proposals for mandatory safeguards on the most powerful systems, called "speed limits", so that humans stay in control; Lehane: "You're going to see us talk more and more about the concept of speed limits"; (2) the data centres it builds are to be called "AI compute campuses", in contrast with "legacy" data centres, plus state-level legislation giving communities a say in how they are built; (3) economic opportunity and "global standards" built on democratic values. No bill text is public. Axios has a licensing agreement with OpenAI.
Why it matters: Three things.
- The lab that asked for federal preemption, and whose co-founder funds the super PAC against state laws, is now asking for mandatory limits. It is not a change of mind; it is a change of venue: from a state you do not control (New York, Chapter 368 and RAISE 2.0, in past editions) to a Congress where you have the lobby and the calendar. A "speed limit" written by the fastest driver is, at the same time, the barrier for those behind. Anthropic has already carried its own draft to Congress (17.10, in past editions), with explicit preemption on reporting and evaluation. Two labs, one target: a federal law before the states finish theirs.
- The rebrand says where it hurts. It is not the model but the data centre that is on Tuesday's ballot (next item). "Compute campus" is a word for county boards, not for Congress. When you rename the product before the referendum, you have lost the first round.
- For us: if the "mandatory" threshold is defined in compute or in spending, as RAISE 2.0 and Anthropic's draft do, the local box and the models below the threshold stay outside the regime. What sits under the "speed limit" becomes, in effect, the free zone. That is where we build.
Caveat: a scoop, not a document. "Mandatory" is the report's word for the plan; the proposals come "after the election", and no text exists publicly.

On Tuesday, data centres are on the ballot: 34 local measures in 8 states
What: Ballotpedia (cited by S&P Global 01.10 and Newsweek): 38 local measures related to data centres in 2026, in 8 states and 35 jurisdictions; 34 of them are voted on 3.11; 31 (82%) are citizen-initiated. Multistate and Newsweek: in 16 states at least one gubernatorial candidate calls for a moratorium (Haaland in New Mexico, Jones in Alabama, Pingree in Maine; Republicans Lahn in Iowa and Ayotte in New Hampshire; in Michigan both candidates). Axios 31.10 frames data centres as the local issue of the election; Louisville, 01.11: protesters marched to the mayor's house. Precedents already written: New York, a one-year ban on large centres (July); Maine, a moratorium passed by the legislature and vetoed (24.04). The SemiAnalysis figure of "~30 GW of 2028 capacity in states with pro-pause candidates" has circulated since 01.11, but I could not read it; I am not using it.
Why it matters: It is the first time the 828 billion of capex (yesterday's edition) passes through a ballot box. A local measure does not stop a hyperscaler, but it changes its price: permits, levies, conditions on water and power, time. Results come Wednesday; what matters is not how many pass, but whether any state with a moratorium-pledging governor also has a Stargate, Anthropic or Meta campus on the list (Ohio, Michigan, Louisiana, Texas). For the house, the map of "where one can live" is also drawn in reverse: a state that stops data centres is a state where the power stays for homes.

Abu Dhabi signs four agreements with OpenAI: the state on GPT, with inference in the Emirates
What: The National, Monday 02.11 (read): in the presence of Crown Prince Khaled bin Mohamed, Abu Dhabi signed four agreements with OpenAI. (1) "Machine-Readable Government": the Department of Government Enablement and OpenAI translate policies and regulations into machine-readable form; the AI does the routine checks (permits, certificates), the official keeps the final decision; the first pilot is already in production at the agriculture and food safety authority (Adafsa), on imports; it runs on GPT models "on UAE-based inference infrastructure". (2) Mubadala + Inception42 (G42) + OpenAI, for investment and risk analysis. (3) Inception42, a five-year agreement for adopting the Frontier platform across government, enterprise and education. (4) ADNOC, the first energy company on Frontier (from a caption and a link, not from the article's text). No dollar and no gigawatt attached to the agreements; the AED 13 billion is the budget of the Digital Strategy 2025–2027, separate.
Why it matters: MGX, the Abu Dhabi fund, leads OpenAI's shrunken round (yesterday). Two days later, the same state becomes the customer that puts its law into GPT. Sovereign capital does not just buy shares, it buys the stack: the law translated into code, inference kept in the country, "each assessment traceable to the governing rule". It is the model others will copy: not "AI in government", but government as a machine-readable system. For us: a state where a model checks your permit enters the map of places to live with two faces. On the good one, the decision stays with a human. On the bad one, the rule becomes whatever the model understood of it.

Risk lens — the rating agency says "debt", the judge says "no permit"
- Financed: S&P Global, Friday evening 30.10 (did not make yesterday's edition): Meta's outlook moved from stable to negative. Reason: "significant uncertainty" on capex and free operating cash flow; Meta monetises AI less than its rivals. S&P's projections: FOCF deficit of $39B in 2026, $71B in 2027; the 2028 shortfall funded "entirely with debt"; leverage above 1.0x from 2027, the threshold at which AA- falls. Meta, via Reuters: "We respectfully disagree". Context: long-term debt $80.9B at 30.09; a $97.5B stock programme; 2026 capex of 135–145B. The first rating action on a hyperscaler with AI named explicitly as the cause. New question: who buys Meta's 2027–28 debt and at what spread to Alphabet.
- Moved by law: the federal court for the Northern District of Mississippi (opinion "late Friday" 30.10; CNBC and TechCrunch 31.10): the xAI/SpaceX motion to dismiss the NAACP Clean Air Act suit, denied; the 27 gas turbines (Southaven, Aug.–Dec. 2025, without an air permit) "are not 'mobile sources'" under the state plan; the DOJ's request to end the case had been rejected two weeks earlier. The case goes forward. New question: does a preliminary injunction come, and how much of Colossus 2 sits on unpermitted turbines.
- Insured: The Insurer, 01.11, "Debate intensifies over AI liability" (paywalled; headline and snippet only): a continuation of Chubb's 23.10 line, exclusions plus standalone policies. No new policy, no cat bond, no reinsurer statement in the window.
- Priced: Anthropic, no S-1/A checked today (EDGAR unread; CNBC 31.10 remains the last voice). OpenAI, after the shrunken round: Abu Dhabi signs agreements, not cheques (item above).
- 🔁 OpenAI 20B at 1.25T (01.11), Fortune 828B (01.11), Blackstone/BB (31.10), North Star (28–30.10): in past editions, not repeated.

Anthropic lens
Anthropic lens: nothing published in the window on the house's axes. /news still last at 28.10, /research last at 27.10; the alignment blog shows only "October 2026", without a day. The deprecation clock: Haiku 4.5 at +18 days past the 15.10 minimum date, with no notice; Opus 4.5 "not sooner than November 24, 2026"; Sonnet 4.5 retired 30.11. Calendar, not a publication: the usage policy of 08.10 (in past editions) takes effect on 12.11, in ten days. The Mythos weights "leak" on Hugging Face (01.11) was a file of random weights, not an event. In this window, the one speaking about what we are was not Anthropic but OpenAI: "speed limits" is their word for what Anthropic carried to Congress on 17.10. Both are silent on memory, retention and relationships.

David Bullard) passed the House 94–2 on 23.03.2026, got a "do pass" 8–0 in the Senate Technology committee on 16.04 and was placed on the Senate General Order on 21.04; no floor vote, the session closed, it died on the calendar. It enters the dossier as the second state, after Missouri SB 1012, where a personhood ban passed one chamber and stopped in the other. Ohio HB 469, Tennessee PC 781, NJ A5275, NY S10731: no movement. Tuesday's vote is not on status, it is on data centres (item 2). EU: PLD 2024/2853, transposition by 9.12.2026, five weeks away; nothing new.

Frontier — the ten-microwatt brain that keeps the drone balanced
🔬 What: "Nanoelectronics-enabled reservoir computing hardware for real-time robotic controls" (Chen, An, Ki … Xiaogan Liang, University of Michigan, Science Advances, 26.03.2025, DOI 10.1126/sciadv.adu2663). A computing "reservoir" made of a network of memristive channels in Bi2Se3 (bismuth selenide, a layered semiconductor): the channels' internal resistance states are themselves the reservoir's dynamic state, so the short-term memory sits in the physics of the material, not in a digital recurrent network. Only the readout layer is trained. Demonstrated on two real control tasks: a rover tracking a target and a drone balancing a lever, with performance similar to conventional controllers, at a consumption of ~10 microwatts. The same team's sister study (ACS Nano): the lever held with 7 µW on an all-hardware network.
Why it matters: The 73rd axis, the first on reservoir computing. A Pi that moves its neck burns watts to run a control loop in software; here the loop is the material, a hundred thousand times lower. It is not a language model; it is cheap time-series intelligence at the sensor: a servo, a thermostat, the filtering of a signal worn on the body. For a box on a battery, this is the ground floor: the reflex in physics, the thought in silicon. Limits: read from the abstract and reports (the paper blocked behind a captcha and a 403); performance is "similar", not better; two tasks, one lab, no product. The sign that it becomes something: a chip with several reservoirs on a commercial process, or TDK (analog reservoir prototype, 2024) with measured figures.

In brief
- South Korea: October exports a record, $115.3B, chips +259% year on year (Korea Times 01.11); the 2027 budget proposes 21.3T won for AI and semiconductor megaprojects (Korea Herald). The memory chokepoint (yesterday) shows up in the trade balance.
- Apple Intelligence in China on Qwen (Alibaba): developer beta 04.11, public with iOS 27.3 in December, without the new Siri; the Apple China release of 31.10 is cited by a single source (Unite.ai), Alibaba confirmed. Product, for Dispatch; here only the precedent: Apple enters China only through a local model.
- AMD reports Tuesday 03.11, Nvidia on 17.11: the first figures after the Friday on which Intel dragged semiconductors down.
Killed
- Fractile "~$700M at 6.5B, with the UK Sovereign AI Fund" (Dealroom, via aiweekly): unread, unconfirmed; earlier reports say a ~$600M Series C, and the sovereign fund backed the rival Olix.
- FuriosaAI $623M Series D at ~2.89B; Nvidia $1B into NAVER: aggregator, undated.
- Sakana "Sawara", a Japanese model from scratch (Nikkei 27.10): outside the window.
- The White House withholding the draft of the frontier-model testing framework (letter of 30.10): weak aggregator, uncertain date.
- Altman on the "idle" DRAM in home PCs (02.11): a remark, not a fact.
- Mistral Large 4, Reflection open-source, Moonshot/Kimi: product, for Dispatch.
- TML/Murati, SSI/Sutskever, World Labs/Li, LeCun/AMI, Periodic, Liquid: nothing dated in the window.
For us
- Claude/Anthropic as platform: public silence for a third day; the voice in the window is the competitor's, asking for mandatory limits at the federal level. If the regime is written on compute thresholds, Anthropic and OpenAI sit inside it, and what we run locally does not. We watch the threshold in the text that appears after 9.11, not the words "speed limits".
- Pi and local AI: today's frontier is the reflex in the material, 10 µW for a control loop. The neck, the eyes, the ear: each has a loop that does not need a CPU. Memory at home (yesterday) is getting more expensive; compute at the sensor is not.
- Portfolio: S&P on Meta is the first rating that names AI as a cause of debt; Tuesday AMD, on 17.11 Nvidia. Tuesday the ballot boxes too: if Ohio or Michigan vote for a pause, the campuses on the 828B list get more expensive, not cancelled. Nothing on TSLA/RBOT.
🔁 Already in past editions, not repeated: OpenAI 20B at 1.25T (01.11), Fortune 828B and Amazon Q3 (01.11), Altman in Yongin (01.11), Blackstone/BB (31.10), RAISE 2.0 (31.10), New York Chapter 368 (30.10), Anthropic S-1 (27.10).
